電氣和電子工程師協會(IEEE)宣布將推出14種全新的黃金完全開放存取期刊，涵蓋廣泛的技術，包括電信、計算機、生物醫學工程、汽車技術、信號處理、工業應用、電力和能源等。新的期刊將于2019年秋季開始接受投稿，并于2020年初發表首批文章。作為一個非營利性組織，IEEE也是電氣工程及相關領域的全球領導者，根據期刊影響因子，電氣和電子工程領域的24大期刊中有23種由IEEE出版。
